The north line of section 22 has moved north by 25 acres and the land mass has changed from 96 acres (BLM survey- Govt. Lot 4) to 146.64 acres (Coleman’s survey approved by Walton County Commissioners) reflecting a difference of 50.54 acres
In relation to the case, the relevance is that BLM sections 15, 16, 21, and 22 and the Bayou LaGrange subdivision share the same common corner locations. This portion of the report shows northern and western movement of the NW and SW corners of section 22, which impacts all associated sections. The land mass originally surveyed was 96 acres as Government lot 4 by the BLM.
The history of public records shows that Chinquapin branch was originally used as a dividing line of the 96 acres, with 40 acres located north of the branch and 56 acres located south of the branch (see 1 and 2). Later deeds identify 65 acres north of the branch and 25 acres south of the branch (see 3,4,5,6,7 and 8). The activity involved with all the deeds from 1889 to 1906 are questionable, since a statement is issued from the Commissioner of Agriculture that deed #3253 was issued by the St. of Florida Trustees of Internal Improvement Fund, and was sold in 1860 to M. Crawford (see 9) A lawsuit between Crawford and McCaskill was filed in Walton County courthouse within the time frame of the questionable deeds and Commissioner Of Agriculture’s statement, but the case and associated files have disappeared from the public records of the Clerk of Courts office in Walton County (case # ). There is no public record to be found on how or why McCaskill ultimately obtained the land as that issue ended, but the northern section line location that was established by the previous deeds seems to be used after any resolution made. The current (northern) line of section 22 does not match the measurements or surrounding profile of the terrain, and is not straight in comparison with the BLM survey. The current corner is marked with an ACC monument, placed in 1953 by Cook. To the south of the current corner being used, there is an interesting brass capped pipe monumentation on Robinwood Drive. All recent surveyors are “discounting” this location due to the great distance from the current corner. Evidence would seem to show that someone tried to remove it, was unsuccessful, and then hammered the top cap over so that it can’t be viewed. Our research has found another survey in the public records which identifies a brass capped pipe as placed by the USGS. Where is Chinquapin branch in relation to the brass pin? The theory is 40 Acres south, with the (later) 65 acre discrepancy establishing the ACC corner. This supports a 25 acre northern movement of the section line and corner location over time.
Connections to other portions of this report:
Northern movement of the common corners impact land size and location with a ripple effect. This is evident with the issues of Lot 7 in Section 27 immediately to the south of Section 22, where the land mass has grown from .48 of an acre (BLM) to almost 6 acres (City of Freeport, and Walton County)
The NE corner of Section 15 was ruled upon when an ACC monument was found not to be a true corner in a 1950’s civil issue. The ruling supports the other corner location in question even though testimony states a lightwood stake was so far away from the 2 corners in the dispute that the stake was “discounted.”
An ACC monument was found to be a true corner is our issue, even though the line was not straight as required by the BLM. A nearby confirmed BLM lightwood stake was also disregarded by the judge.

During the same time frame as the ownership dispute and northern section line migration for the NW portion of section 22 (ie: Gov. Lot 4), the McCaskills acquired and sold surrounding properties in surrounding sections that used the same corner reference. One of the transactions divides the SW ¼ of the SW ¼
of section 15. Subsequent deeds and ancient fence lines support the SW section 15 corner and section line location to be north of the brass pin, and south of the ACC monument. This line seems to coincide with the southernmost portion of the 82’ south line of a less and except identified in Sec. 21 on the Baskerville Donovan survey, and identified as the section line according to public records involved with Leo Burnham. This will be addressed in Section 16 and 21 reports
